NEBRASKA PUBLIC POWER DISTRICT REQUEST FOR APPROVAL OF PIPING AND SUPPORT OPERABILITY CRITERIA FOR THE COOPER NUCLEAR STATION (TAC NO. MA0416)

Dear Mr. Horn:

l By letter dated September 5,1997, the Nebraska Pub!!c Power District (NPPD, the licensee) requested staff approval of its proposed operability criteria for use in evaluation and interim resolution of degraded and nonconforming conditions with piping and pipe supports at the Cooper Nuclear Station. The request was made pursuant to Title 10 of the Code of Federal Reaulations (10 CFR), Section bO.55a(a)(3)(i), which allows the use of alternais criteria where it has been demonstrated that the proposed alternate provides an acceptable level of quality and safety. NPPD's proposed criteria does not c6nstitute an attemative pursuant to 10 CFR j

50.55a(a)(3)(i) because it is only intended for use as interim operability criteria.

However, the staff noted that NPPD's proposed operability criteria for piping and supports are similar to criteria previously approved by the staff for Dresden and Quad Cities. The staff's f

evaluation of the DresderVOuad Cities operability criteria is contained in its September 27, o

i 1991, letter to Commonwesith Edison Company. The staff considers the operability stress

criteria for pipir.g end supports previously approved for Dresden and Quad Cities acceptable for use as operability criteria for the Cooper Nuclear Station.

damping for the piping analysis. As indicated in the staff's September 27,1991, evaluation, Commonwealth Edison justified the use of RG 1.61 damping for operability based on conservatism in its design response spectrum. NPPD also proposed to use RG 1.61 damping for operability evaluation at the Cooper Nuclear Station but did not present a corresponding technical argument in its submittal. Consequently, on the base of the it, formation sut'mitted by the licensee, the staff does not accept the use of RG 1.61 damping for piping operability evaluations at the Cooper Nuclear Station.

The issue of the use of RG 1.61 damping for piping analysis may be revisited in the future contingent upon NPPD's su' nittal of appropriate technical documentation.
