Unauthorized Weld Repairs By letter from this office dated December 19, 1984, we informed you of an allegation that unauthorized weld repairs may have taken place at Seabrook Station and requested that you investigate the facts and inform this office of your plan of action and the results. You have responded to this request and have provided information as to the status of your actions by letters dated January 18, 1985. March 4, 1985 and July 25, 1985. We note that your staff conducted weld r(-inspections in one of the suspect areas and found no indica-tions of unauthorized weld or base metal repairs.

In order that we may evaluate the extent and results of your investigation with regard to the original allegations, we rerpmst that you provide additional information as to the number of welds and number of assemblies re-inspected, and their location and site designation (e.g. PWO-4000-1). Also, in line with your discussion in the March 4, 1985 letter on weld concavity profile requirements, we request additional information regarding which specific Pullman-Higgins procedure was revised, how many nonconformance reports had been written because of excessive concavity prior to the procedure revision and how such conditions could be corrected without weld rod being issued to effect such a repair.

You will note that our letter of December 19, 1984 discusses not only an allegation of unauthorized weld repairs, but also of supervisory direction of such activities. Therefore, your response to this letter should address this concern. We understand your documented position that had unauthorized concavity repairs been performed, the structural adequacy of the welds and support assemblies would not have been degraded. However, if your investigation revealed that quality controls had been knowingly bypassed by supervisory personnel, as alleged, we would anticipate further actions on your part.

Your response to this request for additional information, with the detailed facts as requested, should be directed to this office no later than thirty days from the date of this letter.
