This is to acknowleJ p receipt of your letter dated April 2, 1986 which transmitted changes to tne Big Rock Point Site Emergency Plan, Volume 9, Revision 80 including revisions to Appendix A and Chapters 7 and 8.
We have reviewed the changes to the plan and determined that the changes are consistent with the requirements of 10 CFR 50.54(q) and do not decrease the effectiveness of your plan.
Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your plan which may decrease the effectiveness of the plan. However, if your safety review indicates no decrease in emergency preparedness effectiveness, then changes can be made without prior NRC approval.
In all cases, you must furnish copies of each proposed change to the NRC in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V (Implementing Procedures).
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC's Public Document Room.
