SPENT FUEL POOL CAPACITY EXPANSION (TAC NO. 68157) - l MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 i

By letter dated June 24, 1988 Northeast Nuclear Energy Company (NNECO) requested an amendment to the Millstone Unit No.1 Technical Specifications which would specify the maximum capacity of the spent fuel storage pool. In that letter it was proposed that the review process be broken up into three  !

pases. The purpose of this letter is to issue the safety evaluation for the first phase, the removal of seismic restre.ints and the qualification of the ,

existing spent fuel racks as free-standing racks.

The staff reviewed the June 24, 1988 submittal, together with additional  ;

information provided in letters dated July 29 and August 12, 1988 and at 1 meetings on June 16, July 7 and August 1, 1988. The staff in its safety evaluation (enclosed) concludes that the use of the existing spent fuel racks as free-standing racks with no seismic restraints is acceptable.

The staff is currently reviewing information for the second phase (evaluation of the new spent fuel racks and structural adequacy) and is scheduled to issue a safety evaluation by November 1,1988. A safety evaluation for the third phase of review (thennal hydraulic, criticality and review sunnary) supporting the proposed license amendment is scheduled to be issued early in 1989.
