- lMPLEMENTATION AT MILLSTONE NUCLEAR POWER STATION, UNIT NO. 2 (TAC NO. M69459)

Dear Mr. Necci:

Enclosed is the staff's safety evaluation (SE) of the Northeast Nuclear Energy Company's

. (NNECO's) USl A-46 Implementation program at the Millstone Unit 2 plant. The licensee's USl A-46 program at Millstone Unit 2 was established in response to Generic Letter 87-02,

" Verification of Seismic Adequacy of Mechanical and Electrical Equipment in Operating

- Reactors," through a 10 CFR 50.54(f) letter. The staff concludes that the licensee's USl A-46

. implementation program has, in general, met the purpose and intent of the criteria in the

" Generic implementation Procedure for Seismic Verification of Nuclear Power Plant Equipment," Revision 2 (GIP-2) and the staff's SSER No. 2 for the resolution of USI A-46. The staff has determined that the licensee's corrective actions and completed physical modifications for resolution of outliers will result in safety enhancements which, in certain aspects, are beyond

- the original licensing basis, and, as a result, provide sufficient basis to close the USl A-46 review at the facility. The staff also concludes that the licensee's implementation program to resolve USl A-46 at the facility has adequately addressed the purpose of the 10 CFR 50.54(f) request. Licensee activities related to the USl A-46 implementation are subject to NRC inspection.

- In the intake structure the amplification factor at 8 and 9 Hz is too high to justify the use of Method A.1.for the comparison of seismic demand to seismic capacity. Therefore, the licensee should classify any SSEL component in the intake structure having a fundamental natural frequency in the range of 8 to 9 Hz, for which Method A.1 was used, as an outlier.

The seismic margin assessment methodology, described in the EPRI report, NP-6041 may j yield analytical results which are not as conservative as those which could be obtained by following GlP-2 guidelines. The licensee is requested to verify in its A-46 completion letter that / j such methodology has not been used for equipment outlier resolutions.
