TEMPORARY WAIVER OF COMPLIANCE RELATED.TO CONTAINMENT SPRAY-INTERLOCK - MILLSTONE NUCLEAR POWER STATION, UNIT NO..1 (TAC NO. 77556)

c This responds to your September II,1990, letter requesting a temporary waiver of compliance from the Millstone Nuclear Power Station, Unit No. 1. Technical Specification Table 3.2.2.
The waiver was requested to permit a return to.
reactor operation while-the NRC staff processed'an emergency change to Table t
3.2.2 of the Technical' Specifications.
The proposed change would modify the-containment spray interlock trip level setting from between'4.5'and 5.5 psig i
to between 9 and 10 psig to assure adequate not positive suction head (NPSH) for a single low pressure coolant injection pump P]CI).in the containment-e cooling mode.
This change is necessitated by' flow limitations of the LPCI l
heat exchangers--which require that one,of-the two pumps in the LPCI train, that is placed in the containment spray modo, to be tripped..-To meet contain-ment cooling requirements, the LPCI pump must operate at a higher'flowrate, 1
requiring a higher NPSH.
The minimum NPSH required for successful pump-operation will be assured by the proposed change in the Technical'$pecification
{
containment spray interlock trip level setting.. This' change ~has no effect on the injection mode of LPCI.
After a careful consideration of your request,.the NRC has ' concluded that allowing Millstone Unit 1 to return to power operations while the emergency.
l Technical Specification change is being processed, will have a negligible effect on reactor safety.
The'11censee will operate Millstone Unit 1 with i
the new containment spray interlock trip level setting and the associated procedures in place.
