Dear Mr. Necci:

By letters dated August 23 and November 3,1995, you applied for amendments to the Millstone Nuclear Power Station, Unit 2, Operating License No. DPR-65.

The proposed change would have modified the facility technical specifications pertaining to allowed outage time for the Low Pressure Safety injection System and the Emergency Diesel Generators. Subsequently, by letter dated May 14,1999, you withdrew the amendment request.

The Commission has filed the enclosed Notice of Withdrawal of Application for Amendment to Facility Operating License with the Office of the Federal Register for publication.
