POWER STATION, UNIT NO. 1 (TACNO.68566)

By letters dated April 17, and May 30, 1989, and March 30, 1990, Northeast Nuclear Energy Company (NNECO) submitted information in response to the

. Station Blackout Rule, 10 CFR 50.63. The response was reviewed b contractor Science Applications International Corporation (SAIC) y the NRC's and by the NRC staff.

In addition, a site audit was conducted by a joint NRC/SAIC team

during the period July 18 - 21, 1989. Enclosed is our safety evaluation and the SAIC technical evaluation report on the ability of Millstone Unit I to withstand a station blackout.

We find the response and proposed method of dealing with a station blackout to be acceptable provided that NNECO commit to make the modifications, procedure changes and calculations discuss'd in the safety evaluation and technical-e reports.

In accordance with 10 CFR 50.63(c)(4), this commitment and the schedule for implementation should be provided within 30 days of receipt of this letter. NNECO should maintain the calculations and other supporting documentation supporting the Millstone Unit I station blackout assessment for further inspection as may be undertaken by the NRC to verify conformance with 10 CFR 50.63.
