Inspection Na=her 50-423/90-06

This letter transmits the results of the training effectivenons

team inspection led by Mr. Barry Norris of this office from June 4-

to June 8,1990, at the Millstone Nuclear Power Station, Unit 3e in

Waterford, Connecticut.

The team's findings were discussed with

members of your staff at the conclusion of the inspection on

June 8, 1990.

This inspection is in keeping with NRC policy as stated in the

" Commission Policy Statement on Training and Qualification of

Nuclear Power Plant Personnel" (as published in Federal Register-

53 FR 46603), which states that the NRC.will expand the method by'

which it monitors the industry training programs by performing

training inspections at selected sites. Areas examined during this

inspection are described in the enclosed NRC Region I inspection-

report. Within these areas, the inspection consisted of interviews

with personnel, observations of ongoing training, and reviews of

procedures and representative documentation.

Within the areas inspected, the team concluded that the Millstone,

Unit 3, training programs are well implemented and that personnel

are effectively trained, with only a few identified-weaknesses.

The results of.the inspection are summarised in the Executive

summary to the enclosed report.

In accordance with 10 CFR 2.790 of the Commission's regulations, a

copy.of this letter and its enclosure will be placed in the NRC

Public Document Room.
