This letter refers to the Team inspection conducted from October 1

'

through 12, 1990, at the Millstone and Haddam Neck sites and'the

Berlin office.

The Team, led by Mr. E. M. Kelly and consisting.of

members of the NRC Region I staff, Office of Nuclear Regulation,

and Office of Research representatives, and a contractor, assessed

,

the responsiveness of your Nuclear Engineering and Operations

!

(NE&O) Group to nuclear safety concerns.

The. Team evaluated the

structure and actual effectiveness of, and opinions related to,

-

the Nuclear Safety Concerns Program (NSCP).

The Team conducted

127

interviews of a representative

sample of NE&O employees

,

including managers, supervisors, and staff at both nuclear sites

and the Berlin corporate office.

The Team found an open and responsive atmosphere to communicating

!

safety

issues,

reflecting

a-

confidence

in

supervision

and

,

immediate management with respect to safety concern- resolution,

and a generally sound safety ethic.

The relatively new NSCP was

judged to be satisfactorily structured although highly formal.- We

were unable to judge the adequacy of the program with respect to

individual cases due to its relatively short existence.

We found

that the program was generally understood and accepted by a

'

majority of the employees that we interviewed.

The NSCP did'have

all the elements of a good program, and has-'the potential to be

successful,

but requires effective feedback

(both formal and

informal) to employees to achieve its~ fully-desired credibility.
