1 in May 1999, the Northeast Nuclear Energy Company (NNECO), after receiving approval from L

the Commission and the Executive Director for Operations, restarted the Millstone Nuclear i

Power Station, Unit 2. The restart of Unit 2, combined with the continued operation of Unit 3, and the issuance of the seventh and final revision to the Millstone Restart Assessment Plan, marked the conclusion of the Nuclear Regulatory Commission (NRC) Manual Chapter 0350, l

" Staff Guidelines for Restart Approval," process for the Millstone Station.

During the NRC Senior Management Meeting (SMM), conducted on April 20 and 21,1999, senior NRC managers discussed both Millstone Units 2 and 3. Millstone Unit 2 was classifieci as an agency-focus plant pending sustained improvements in licensee performance. Millstone Unit 3 was classified as a regional-focus plant and was determined not to have met the criteria for retuming to routine inspection oversight, including the demonstration of sustained, successful plant performance.

The Millstone Assessment Panel (MAP) was formed following the SMM to guide NRC oversight activities. The NRC staff discussed plans for the MAP at the July 15,1999, public meeting held by the Nuclear Energy Advisory Council. The general purposes of the MAP are to assist NRC

- management in the coordination of Agency resources for performance monitoring and inspecting of the Millstone Station, and to track and ensure staff commitments to the Commission are met. The MAP has been tasked in its charter with the following specific responsibilities:

1.

Maintain an ongoing assessment of licensee performance. In performing this assessment, the MAP will be cognizant of insights and concems from the previous plant performance reviews and senior management meetings. For example, long term j

corrective action effectiveness, operational challenges,' station workload and corrective action backlogs are areas to consider for assessment.

2.

Provide oversight of NRC activities. Review NRC inspection and assessment plans and findings; assess facility performance; and identify areas where NRC inspection, management and/or technical reviews are warranted.

Provide recommendations at the plant performance review (PPR) meetings regarding initiative and/or followup inspections, based on facility performance.

4.

Provide NRC management and the Commission with periodic status reports that forward Little Harbor Consultant's quarterly reports and future NRC inspection reports that discuss the Employee Concerns Program / Safety Conscious Work Environment (ECP/SCWE) issues.

5.

Conduct periodic meetings with NNECO and Little Harbor Consultants (LHC) to discuss licensee performance. These meetings should be open for public observation.

6.

Periodically, provide NRC management with MAP assessment of licensee performance trends, including trends in ECP/SCWE.

7.

Coordinate NRC participation in public meetings with the Nuclear Energy Advisory Committee and the State of Connecticut.

Mr. James Linville, Director, Millstone Inspection Directorate (MID), and Ms. Elinor Adensam, Director, Project Directorate 1, Office of Nuclear Reactor Regulation (NRR), have been designated to co-chair the MAP. The other members of the MAP are:
