SUBJECT: INSPECTION NO. 50-423/90-80

During the period of April 16 - 25, 1990, the NRC conducted an announced team

inspection of the emergency pror.<dures used by the operators et the Millstone

, Station, Unit 3.

At.the conclusion of the inspectio.' the preliminary findings were discussed

with those members of your staff ide'tified in the. enclosed report. Within the

context of this report, the' term emersency procedures includes the Emergency

Operating Procedures (EOPs), Abnormal Operating Procedures (A0Ps), and all

procedures directly referenced within the E0Ps.

The overall assessment, by the inspection team, is that the program for the

development and maintenance of symptom based Emergency Operating Procedures at

the Millstone Station, Unit 3 is adequate. It is noted that you are currently

reviewing and revising all emergency procedures. Significant improvements were

p identified for those procedures that had been revised, but not implemented,

prior to the conduct of this inspection. Utilization of the emergency procedures

by licensed operators, as witnessed during simulator observations, was also

deemed acceptable.

Attachment 3 to the enclosed inspection report summarizes the weaknesses

identified relative to the emergency procedures. You are requested to respond

to'the Attachment 3 weatresses within sixty days of receipt of this letter,

identifying actions tahn or planned.

The response requested by this letter is not subject to the clearance procedures

of the Office of Management and Budget as required by the Paperwork Reduction

a Act of 1980, PL 96-511.
