By .Changes to TR Are Shown as Text in Bold Italics|letter dated June 30,1999]], you submitted proposed Revision 21 to the Northeast Utilities Quality Assurance Program Topical Report for NRC review and approval in accordance with Section 50.54(a)(3) of Title 10 of the Code of Federal Reaulations (10 CFR 50.54(a)(3)). The only reduction in commitment from the previously approved topical report (Revision 20) identified in your submittal was the elimination of the position of Recovery Officer - Nuclear Oversight. This change was based on Millstone Station returning to an operational organization from a recovery period. As a reduction in commitment, this proposed change is subject to review and approval by the NRC.

The staff has reviewed the change and finds it consistent with the return of the Millstone Station to an operational organization. The necessay responcibilities of this position are retained in Revision 21 by the positions of the Vice President - Nuclear Oversight and Regulatory Affairs '

and the Director - Nuclear Oversight. The reduction in commitment continues to satisfy the criteria of Appendix B to 10 CFR Part 50 and is, therefore, acceptable.
