SPENT FUEL P00L EXPANSION (TAC NO. 68157) -

MILLSTONE NUCLEAR POWER STATION, UNIT NO. 1 ,

-By letter dated June 24. 1988, Northeast Nuclear Energy Company (NNECO) submitted an application for amendment to the Millstone. Unit 1 Technical Specifications (TS) to specify the maximum storage capacity of the spent fuel pool. The proposed amendment would specify a limit of 3229 fuel assemblies, plus 20 defective fuel containers. This proposed limit' takes into consi-deration your plans to increase' the storage capacity of the spent fuel pool from its present capacity of 2184 fuel assemblies.

Currently, the Millstone Unit 1 TS do not have a limit on the number of fuel ,

asremblies that can be stored in the spent fuel pool. However, the plant's. l design basis, as detailed in Amendment No. 39 issued June 30, 1977, considered the effects of a maximum of 2184 fuel assemblies in the spent fuel pool. At this time, the spent fuel pool has capacity for only 452 fuel assemblies (1732 of the 2184 storage cells are occupied). A full reactor core contains 580 fuel assemblies and a refueling entails the replacement of one-third of those.

"; The staff's review is now complete. However, the environmental assessment and safety evaluation to: support the proposed amendment will not be issued by the start of the refueling outage (scheduled to start April 8,1989). The results of staff's review indicate that it is acceptable to temporarily increase the storage capacity above 2184 fuel assemblies during the short duration of the refueling operation (about three weeks long). This finding of acceptability is contingent upon the licensee modifying plant procedures to include a requirement to evaluate the rack-to-rack spacing after a seismic event equivalent to or greater than the operating basis earthquake.
