Dear Mr. MacCluggage:

I am troubled by Maura Casey's May 23 column, " Gaffes Turn Into Cash at the NRC" because it unfairiy belittles the accomplishments and meritorious public service of tvo dedicated senior Nuclear Regulatory Commission executives and represents an unbalanced picture.

I disagreed with The Day's earlier editorial criticism of the NRC's investigations of harassment and intimidation of employees at the Millstone nuclear power plants, but refrained from writing because your paper has, on the whole, provided its readers w ' ith balanced coverage of NRC activities. However, the personal attacks on two trusted NRC senior executives demand a response.

Mr. Caputo directed his Office of Investigations (01) to fully investigate all claims of harassment and intimidation and Mr. Lieberman directed his Office of Enforcement (OE) to impartially pursue appropriate enforcement actions wherever justified.

Mr. Caputo and Mr. Lieberman were both recipients of 1998 Presidential Meritorious Executive Rank awards. Recipients of these awards are chosen by a public-citizen panel that ranks nominees and sends the results to the President for approval. Presidential Rank Awards are only given to those Senior Exacutives who have demonstrated exceptional performance in public service over an extended period of years.

The Commission and i view Mr. Caputo and Mr. Lieberman as strong executives who are '

deserving of these Presidential level honors and whose performance continues to be exemplary. It would be unfair to deprive these two public servants of the recognition they deserve because of the unpopulcrity of decisions they made regarding a complex investigation that was handled with complete integrity, fairness, and impartiality.
