Consistent with the agreement noted in the subject report, this letter is to tell you of our progress to l date regarding unresolved item 90-04 02/02

However, differences between this scheme and NUREG 0654 were noted as needing modification. Additionally, several suggestions of areas for improvement were also nee "

Baltimore Gas and Electric Company has actively pursued resolution of the noted concerns. Our actions have -included preparation of revised EAL's, review and approval through the Plant Operations and Safety Review Committee, operator training conducted over a 5 week training cycl and briefing of the 3 Plume Zone County Commissions. We have also twice conferred with members of your staff to clarify matters of concer 'y In the course of these activities, we have carefully evaluated the expected impact of the revisions as ' t they would have applied to previously experienced operating conditions. In this review, we
