- O Peter Eselgroth, Chief Date PWR Section, Operations Branch Division of Reactor Safety SUMMARY: The licensed operator requalification training program was not rated.
A minimum of twelve operators are required for an evaluation to be performed.
One of the operators withdrew from the exam, while in progress, due. to medical'
'
reasons. The Chief Examiner concurred with this_ action, Written examinations and operating tests were administered to eight senior reactor operators (SRO's) and three reactor operators (R0's).
The examinations were graded concurrently and independently by the NRC and the facility training staff.. As graded by the NRC, all individuals passed the written, simulator, and walk-through (JPM) examination. All crews were satisfactory.

1.0 Introduction and Overview The NRC examination team made.a site visit the week of_Ortober 8, 1990, to i
review the facility prepared examination material _ The NRC team deter-
-
mined the sample plan and the examination material to be adequate.. The
sample plan was complete; the Job Performance Measures (JPMs) and simu-
lator scenarios were job related and'up to date..The written exams', and-
.
the JPM questions required numerous changes. These changes included the-l eliminating of direct look-up' questions _and ensuring the question solic--
'
ited the required answer. The. attachments provided in the Examiner Standard ES-601 were not fully utilized'by the facility.
Due to a facility error. in two separate cases, the answer was provided on the same page as the question; this. voided those questions. Although previously identified by the NRC exam team, duplicate questions were used on two separate written examinations. An improper static simulator _ setup by the facility resulted in invalidating three questions.
Management controls were not effective during the implementation of the written examinations.
As graded by the NRC, eleven individuals passed their requalificatione examination. All crews passed.
The requalification program was not'
evaluated during this examination since less than twelve operators were
.
examined.
The program had been_ rated satisfactory on the previous evalu-ation, performed the week of April 9 - 13. 1990.
The NRC team determined the facility. evaluators performed satisfactorily.
The NRC team appreciated the cooperation and professional courtesies
extended to them by the licensee.
