Docket No. 50-10

Docket No. 50-237

Docket No. 50-249

Commonwealth Edison Company

ATTN:

Mr. Cordell Reed

Vice President

Post Office Box 767

Chicago, IL 60690

Gentlemen:

This refers to the routine safety resident inspection conducted by Messrs.

T. M. Tongue and M. J. Jordan and special inspection by Mr. R. A. Paul

during the period of April 3 through May 6, 1982, of activities at

Dresden Nuclear Power Station, Units 1, 2, and 3 authorized by NRC

Operating Licenses No. DPR-02, DPR-19 and DPR-25 and to the discussion

of our findings with Mr. D. Scott and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection. Within these areas, the inspection consisted

of a selective examination of procedures and representative records,

observations, and interviews with personnel.

During this inspection, a review of a high film badge exposure and your

evaluation of the exposure was made. This was the fourth high film badge

exposure which occurred in 1982 and which you evaluated as deliberate

exposure of the film badge when the badge was not being worn. We are

concerned that your controls over film badge distribution and storage

appear ineffective in preventing such incidents.

In your response to

l

this letter, please describe your corrective actions to prevent recurrence

of such incidents.

,

i

No items of noncompliance with NRC requirements were identified during

l

the course of this inspection.

(

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

l

this letter, the enclosures, and your response to this letter will be placed

l

in the NRC's Public Document Room.
