NRC DRESDEN EMERGENCY PREPAREDNESS EXERCISE INSPECTION

REPORT 50-237/99010(DRS); 50-249/99010(DRS)

Dear Mr. Kingsley:

On May 27, 1999, the NRC completed an inspection of an emergency preparedness exercise at

your Dresden Nuclear Power Station. The purpose of this inspection. was to evaluate the

performance of your emergency response organization during the exercise. No violations were

identified during the inspection. The enclosed report presents the results of the inspection.

Areas examined during the emerg*ency preparedness exercise are identified in the report.

Within those areas, the inspection consisted of a selective examination of procedures and .

representative records, observation of performance, and interviews with staff. The objective of ..

the inspection was to determine whether the Dresden Nuclear Power Station Emergency Plan

was adequate and if station personnel properly implemented the Emergency Plan in

accordance with NRC requirements during the exercise.

Overall exercise performanc~ was very good. Staff performance in the various response

facilities ranged from good to excellent. The Emergency Operations Facility (EOF) at D<;>wner's

Grove was utilized for the first time in ail exercise involving the full participation of the NRC, and * *

EOF *staff performance was very good. Self-critiques following termination of the exercise were ..

generally very-good. Critique findings were consistentwith the NRG.evaluation team's findings .
