NRC RAD.IATION PROTECTION INSPECTION REPORTS 50-237/99005(DRS);
50-249/99005(DRS)
Dear Mr. Kingsley:
On February 26, 1999, the NRC completed an inspection at your Dresden Generating Station, Units 2 and 3. The enclosed report summarizes the results of this inspection.
The inspection was an examination of activities conducted under your license as they relate to radiation safety and to compliance with the Commission's rules and regulations and with the conditions of your license. Within these areas, the inspection consisted of selective examinations of procedures and representative records, observations, and interviews with personnel. Specifically, the inspection focused on the effectiveness of the radiation protection program during the Unit 3 refueling outage (D3R15), and included a review of outage radiological planning and performance, implementation of the as-low-as-is~reasonably achievable (ALARA) program and the control and testing of portable ventilation and vacuum systems. An incident involving an unplanned intake of radioactive material that occurred during the outage and the station's source term reduction program were also reviewed.
In general, programs were effectively and consistently implemented. Overall, the radiological control and oversight of work was good, efforts to prevent intakes of radioactive material and limit personnel contamination events were generally successful and radiation worker and radiation protection staff performance was improved compared to previous outages. In particular, good A LARA initiatives and job planning were instrumental in controlling worker dose and collective station dose performance was excel.lent. A problem, however, was identified with the radiological control of portable filtered ventilation and vacuum systems.
Based on the results of this inspection, the NRC has determined that one violation of NRC requirements occurred. The violation is being treated as a Non-Cited Violation (NCV),
consistent with Appendix C of the Enforcement Policy. The NCV is described in the subject inspection report. If you contest the violation or severity level of the NCV, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.
