NRC RADIATION PROTECTION INSPECTION REPORTS 50-237/98020(DRS);
50-249/98020(DRS)
Dear Mr. Kingsley:
On July 17, 1998, the NRC completed an inspection at your Dresden Generating Station, Units
2 and 3. The enclosed report summarizes the results of this inspection.
The inspection was an examination of activities conducted under your license as they relate to
radiation safety and to compliance with the Commission's rules and regulations and with the
conditions of your license. *The inspection consisted of a selective examination of procedures
and representative records, observations, and interviews with personnel. Specifically, the
inspection focussed on the solid radioactive waste (radwaste) management and transportation
programs, and th~ audit and assessment program implemented for these areas. No violations
of NRC requirements were identified.
Overall, the solid radwaste management and transportation programs were well developed and
effectively implemented. Radioactive wastes were processed in accordance with the vendor's
. Process Control Program (PCP) and were characterized, packaged, and shipped in accordance
with regulatory requirements and station procedures. Staff oversight of the solid radwaste
management and transportation programs was good, and audits were generally-properly
focused and were of sufficient scope and depth to assess program performance. However,
some problems were identified with the level of detail in the PCP concerning 10 CFR 61 waste

characteristic requirements and with the consistency of the PCP, the Updated* Final Safety
ft
Analysis Report and current onsite waste processing activities. Further, minor problems with
certain packaging and transportation procedures were also identified. Your staff acknowledged
these problems and were considering corrective actions.
In accordance with 10 CFR 2. 790 of the NRC's "Rules of Practice," a copy of this letter,and its
enclosure will be placed in the NRC Public Document Room.
