DRESDEN INSPECTION REPORT 50-237/99012(DRP); 50-249/99012(DRP)

Dear Mr. Kingsley:

On June 25 through August 12, 1999, the NRC performed an inspection at your Dresden

Nuclear Power Station. The enclosed report presents the results of this inspection.

During the inspection period, the conduct of activities at the Dresden facility was generally

characterized by safety-conscious operations, engineering and maintenance practices, and

careful radiological work controls .

Equipment failures continued to challenge smooth full-power operations. The station had to

enter unplanned shutdown limiting conditions for operation due to degraded or failed

equipment. The station had to perform single recirculation loop operations and enter the

drywell while the reactor was still critical to perform repairs on the isolation condenser.

Although the repair efforts for the isolation condenser were well orchestrated, your subsequent

investigation into the failure of the isolation condenser showed that the failure was related to

inadequate maintenance performed during the refueling outage. The NRC has also determined

that a violation is warranted for the failure to follow work instructions that caused the isolation

condenser to become inoperable. This violation is being treated as a Non-Cited Violation,

consistent with Appendix C of the Enforcement Policy.

The inspectors reviewed six older licensee event reports during this inspection period. Based

on the results of these reviews, the NRC has determined that two additional violations of NRC

requirements occurred. These violations are being treated as Non-Cited Violations, consistent

with Appendix C of the Enforcement Policy and are described in the subjeCt inspection report.

However, the two violations resulting from the review of the six older licensee reports are not

described iri the Executive Summary and will not be entered into the Plant Issues Matrix

because they are greater than 2 years old.

If you contest the violations or severity level of these Non-Cited Violations, you should provide a

response within 30 days of the date of this inspection report, with the basis for your denial, to

the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, D.C.

20555-0001, with copies to the Regional Administrator, Region Ill, and the Director, Office of

Enforcement, United States Nuclear Regulatory Commission, Washington, D.C. 20555-0001.
