- STATUS MEETING ON THE PERFORMANCE OF COMMONWEALTH EDISON COMPANY'S NUCLEAR GENERATION GROUP.
Dear Mr. Kingsley:
This refers t~ the meeting conducted at the NRC Region Ill Office in Lisle, Illinois, on September 14, 1998. The purpose of this meeting was to discuss Commonwealth Edison Company (ComEd) Nuclear Generation. Group's (NGG's) performance as it relates to actions ComEd has* taken in response to the NRC's 10 CFR 50.54(f) letter, dated January 27, 1997, regarding safety performance at ComEd's nuclear facilities. Attendees at the meeting are listed in En<?losure 1. Enclosure 2 is a copy of ComEd's presentation materials.
The ComEd presentation included the status of the Strategic Reform Initiatives (SRls) NGG-2, "Upgrade Operations Leadership Role in Ensuring Excellence," and NGG-3, "Ensure Excellence in Plant Material Condition." ComEd concluded that the SRls are addressing real plant issues, the SRI action plans are supplemented as required to address lessons learned, the SR ls are long-term govemir.g principles for the NGG, and achieving SRI objectives is a continuing goal.
I The NRC discussed the benchmarking inspection conducted at the ComEd corporate office to verify whether ComEd is meeting its SRI implementation target dates identified in its February 17, 1998, submittal. Enclosure 3 is a copy of the NRC report. Deviations were identified regarding the initial implementation of the program, where ComEd was slow to complete early commitments. Since that time, ComEd appeared to be meeting established target dates. In the future, ComEd wilLnotify the NRC in writing when SRI action item packages are ready for NRC review.
ComEd will provide its performance indicators to the NRC on a monthly basis and will.also discuss how it uses the performance indicators at the next status meeting.
The next status meeting will be conducted on November 17, 1998, at 1 :00 p.m. A subsequent status me~ting will be scheduled during the week of January 4, 1999.
In accordance with Section 2.790 of the NRC's "Rules of Practice," a copy of this letter and its enclosure~ will be placed in the NRC's Public Document Room.
