The NRC staff met with Commonwealth Edison and Dresden Nuclear Power Station management on December 15, 1998. This management meeting was held at the Dresden Station and was open to public observation. Enclosure 1 contains the associated meeting summary. Enclosure 2 contains the handout provided by Commonwealth Edison during the meeting.

Public Meeting Summary Management Meeting for Dresden Nuclear Power Station December 15 Management Meeting Summary:

This management meeting was conducted as a part of continuing, periodic oversight of the performance of the Dresden Station. The most recent past public management meeting on Dresden was conducted on October 1, 1998, at the Region Ill regional office and was largely focused on operator cognizance of Technical Specification requirements and maintenance department issues.. This December 15, 1998, meeting was primarily centered on plant performance, material condition, and functional area review in operations, maintenance, engineering and plant support. The licensee discussed how the capacity factors for the units were very good compared to past performance. The licensee noted that the power history curves showed better material condition to be better during the last part of 1998 when compared to the first part of 1998~ Similar performance with respect to automatic scrams was noted. Other performance indicators, such as unplanned capability loss factor and unplanned entries into limiting conditions for operations, also showed positive trends. The licensee presented information regarding non-outage corrective maintenance, system health, and maintenance rule status to show that material condition was improved. Within the functional areas of operations, maintenance, engineering, and plant support, the licensee presented information to show that performance was generally good and improving. Within the specific area of engineering, the licensee presented some candid discussions regarding areas that required improvement, and admitted the difficulty in establishing goals and standards to show improvement. The licensee concluded by stating that it considered its performance in operations and in nuclear oversight to be good and to show that its programs and processes were well established.

The licensee presented information contained in the applicable handout in Enclosure 2 during the meeting.
