Grand Gulf Nuclear Station, Unit 1 - Issuance of Facility Operating License The U. S. Nuclear Regulatory Commission has issued the enclosed Facility Operating License No. NPF-13 to Mississippi Power and Light Company, Middle South Energy, Inc., and South Mississippi Electric Power Association for the Grand Gulf Nuclear Station, Unit i located in Claiborne County, Mississippi.

License No. HPF-13 authorizes operation of the Grand Gulf Nuclear Station, Unit 1 at five percent power (191 megawatts thennal). Authorization to operate beyond five percent is still under consideration by the NRC. The issuance of this license authorizing operation at five percent of full power is without prejudice to future consideration by the Commission with respect to operation at powr levels in excess of five percent.

License No. NPF-13 is being issued with an expiration date of 40 years from the issuance date of Construction Permit No. CPPR-118 (Septenter 4,1974).

Your request for a license with a duration of 40 years from issuance of an operating license is currently under review by the staff. However, as we discussed with you, cenpletion of our review of your recently sibmitted information would entail an unnessary delay in issuance of the low power license. Therefore, the staff will emplete its review of your request in l

conjunction with its review to support authorization of operation above five percent af full power.

Also enclosed is a copy of a related Federal Recister notice which has been forwarded to the Office of the Federal Register for publication.

Four signed copies of Amendment No. I to Indemnity Agrement No. B-72 which covers the activities authorized under License No. NPF-13 are also enclosed.

Please have all licensees sign all copies and return one copy to this office.
