DENIAL OF REQUEST TO DELETE ANTITRUST LICENSE CONDITIONS
. GRAND GULF NUCLEAR STATION, UNITS 1 AND 2 (TAC NOS 64432 AND64433)
On September 2, 1986, applications were filed by Mississippi Power & Light Corpany(MP&L) Sys Power Association (tem Energy Resources, Inc. and South Mississippi Electric the licensees to amend the Operating License for Grand Gulf Nuclear Station, Unit 1, (GGNS 1 and the Construction Permit for Grand Gulf Nuclear Station, Unit 2, (GGNS.2. Theamendmentswould(1)authorizethe J
transfer of control and authority to operate GGNS.1 and to construct GGNS 2
(
from MP&L to System Energy Resources, Inc. (On July 28, 1986, Middle South Energy Inc., a co. licensee, was renamed and reconstituted as System Energy Resources, Inc.), and (2) delete certain antitrust license conditions that were
' imposed upon MP&L, as a result of the construction permit antitrust review authorization process.
On December 20, 1986, Amendment Nos. 27 and 8 to the licenses for GGNS.1 and GGNS.2, respectively, were issued implementing the licensees' request in Item 1 above. For the reasons set forth in the enclosed notice that will be published in the Federal Register, the licensees' request to delete the antitrust license

conditions from GGN5 1 Operating License and GGNS-2 Construction Permit is hereby denied.
The licensees may request a hearing on the issues raised in the denial of the request described herein within 30 days of the publication of this notice in i
