The NRC staff has completed its review of the BWP,0G proposed deviation. A copy of the NRC staff's Safety Evaluation Report is enclosed.
The staff has 'ccrcluded that the Regulatory Guide 1.97 requirenants for neutron flux monitoring L
following an accident are appropriate and that the alternative criteria-t L
proposed-by BWROG in General Eleetric Report NED0-31558 are unecceptable.
L Accordingly, the licensee's April 28, 1988 plant-specific design evaluation -

The basis'for the denial-is 1
that a: procurement order can be placed by mid February 1990, which is the date i
scheduled by the licensee in order to install the monitor in the fourth refueling outage beginning October 1990.
