SOUTH MISSISSIPPI ELECTRIC POWER ASSOCIATION GRAND GULF NUCLEAR STATION, UNIT NO. 1 DOCKET NO. 50-416 NOTICE OF ISSUANCE OF FACILITY OPERATING LICENSE Notice is hereby given that the U. S. Nuclear Regulatory Comnission (the Cmmission), has issued Facility Operating License No. NPF-13 to Mississippi Power and Light Company, Middle South Energy, Inc., and South Mississippi Electric Power Association (the licensees) which authorizes operation of the Grand Gulf Nuc1 car Station, Unit 1 (the facility), by Mississippi Power and Light Company at reactor core power levels not in excess of 191 megawatts themal (5 percent power) in accordance with the provisions of the License, the Technical Specifications and the Environ-mental Protection Plan.
Grand Gulf Nuclear Station, Unit 1 is a boiling water nuclear reactor located at the licensees' site in Claiborne County, Mississippi. The license is ef fective as of the date of issuance and shall expire at midnight on September 4, 2014.
The application for the license complies wi th the standards and require-ments of the Atomic Energy Act of 1954, as amended (the Act), and the Cmmission's regul a tion. The Commission has nade appropriate findings as required by the Act and the Cmmission's regulations in 10 CFR Chapter I, which are set forth in the license. Prior ptblic notice of the overall action involving the proposed issuance of an operating license was published in the FEDERAL REGISTER on July 28, 1978 (43 F.R. 32903-32904).

The Cmmission has determined that the issuance of this license will not result in any enviromental inpacts other than those evaluated in the Final Environmental Statement since the activity authorized by the license is encompassed by the overall action evaluated in the Final Enviromental Statement.
For further details with respect to this action, see (1) Facility Operating f License No. NPF-13, cmplete with Technical Specifications and Enviromental Protection Plan; (2) the report of the Advisory Comnittee on Reactor Safeguards dated October 20, 1981; (3) the Connission's Safety Evaluation Report dated Septenber 1981, Supplement No. I dated Decerber 1981, and Supplement Ho. 2 dated June 1982; (4) the Final Safety Analysis Report and amendmnts thereto; (5) the Environmental Report and Supplements thereto; and (6) the Final Enviromental Statement dated Septmber 1981.

McLendon Library, Raymond, Mississippi 39154. A copy of Facility Operating License No. HPF-13 may be obtained upon request dddressed to the U. S. Nuclear Regulatory Commission, Washington, D.
