Auxiliary Feed S. . age Tank - Below Minimum Level.

This report was initiated by Incident Report 82-200.  !

CONDITIONS PRIOR TO OCCURRENCE:

Mode 3 - Rx Power 0% - Unit Load 0 MWe.

DESCRIPTION OF OCCURRENCE:

At 1454 hours0.0168 days <br />0.404 hours <br />0.0024 weeks <br />5.53247e-4 months <br />, July 28, 1982, following a reactor trip, the level in the Auxiliary Feed Storage Tank (AFST) dropped below it's minimum technical specification limit due to the failure of Demineralized Water Make-up Valve 1DR6 to open from the control panel. The AFST was declared inoperable and Action Statement 3.7.1.3 was entered.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of the occurrence was binding of the valve. This prevented the valve from being operated remotely.

ANALYSIS OF OCCURRENCE:

The operability of the AFST with the minimum water volume ensures that sufficient water is available to maintain the RCS at hot standby conditions for 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> with steam discharge to the atmos-phere concurrent with a total loss of offsite power. Valve 1DR6 was manually operable and was repositioned to restore the AFST level to within the operating band. Backup water supply to the auxiliary feedwater pump was available in the demineralized water storage tank and the fire protection / domestic water storage tank.

Therefore, this occurrence involved no risk to the health and safety of the general public.

= Technical Specification 3.7.1.3 requires:

With the Auxiliary Feed Storage Tank inoperable, within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> either:

a. Restore the AFST to operable status or be in hot shutdown within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />, or

b. Demonstrate the operability of a demineralized water or a fire protection /

domestic water storage tank as a backup supply to the Auxiliary Feedwater Pumps and restore the Auxiliary Feed Storage Tank to operable status within 7 days or be in hot shutdown within the next 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br />.

Inoperability of the AFST, therefore, constitutes operation in a degraded mode and is reportable in accordance with Technical Specification 6.9.1.9.b.

CORRECTIVE ACTION:

Valve lDR6 was manually opened and cycled. At 1700 hours0.0197 days <br />0.472 hours <br />0.00281 weeks <br />6.4685e-4 months <br />, the AFST was restored to the minimum required level and Action State-ment 3.7.1.3 was terminated. Valve 1DR6 was returned to the remote mode of operation and was satisfactorily tested. No further problems have been experienced with Valve lDR6.
