IDENTIFICATION OF OCCURRENCE:

No. 12 Control Room Emergency Air Conditioning Fan - Inoperable.

This report was initiated by Incident Report 82-131.

CONDITIONS. PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - -Unit Load 1150 MWe.

DESCRIPTION OF OCCURRENCE:

i On May 26, 1982, during routine surveillance, No. 12 Control Room Emergency Air' Conditioning Fan failed to start. The fan l was declared inoperable, and at 0430 hours0.00498 days <br />0.119 hours <br />7.109788e-4 weeks <br />1.63615e-4 months <br />, Action Statement 3.7.6.1.a was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Load Center Supply Breaker IC16Y had tripped, de-energizing the fan power roupply.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.7.6.1.a requires:

With one control room emergency air conditioning fan inoperable, restore the inoperable fan to operable status-within 7 days, or be in at least j hot standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

CORRECTIVE ACTION:

An investigation revealed no apparent reason for the trip.

The breaker was closed, and the fan started. Current readings on the load center were satisfactory, and the fan surveillance was satisfactorily completed. No. 12 Control Room Emergency Air Conditioning Fan was decl-red operable at 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br />, May 26, 1982, and Action Statement 3.7.6.1.a was terminated.
