No. 23 Containment Fan Coil' Unit - Inoperable.

This report was initiated by Incident Report 82-115.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 98 % - Unit Load 1120 MWe.

1 DESCRIPTION OF OCCURRENCE:

On May 3, 1982, during routine surveillance, the Control Room Operator observed that service water flow to No. 23 Containment Fan Coil Unit (CFCU) was less than required by the Technical Specifications. No. 23 CFCU was declared inoperable at 0645 hours0.00747 days <br />0.179 hours <br />0.00107 weeks <br />2.454225e-4 months <br />, and Action Statement 3.6.2.3.a was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of the low service water flow indication was the flow transmitter had become plugged with silt.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.6.2.3.a requires:

With one group of the containment cooling fans inoperable, and both containment spray systems operable, restore the inoperable group of cooling fans to operable status within 7 days, or be in at least hot standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.

The flow transmitter was blown down, and the' CFCU was satis-factorily tested. The unit was declared operable at 1416 hours0.0164 days <br />0.393 hours <br />0.00234 weeks <br />5.38788e-4 months <br />, May 3, 1982, and Action Statement ~3.6.2.3.a was terminated.
