Containment Sump Monitoring System - Inoperable.

This report was initiated by Incident Report 82-096.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - Unit Load 1120 MWe DESCRIPTION OF OCCURRENCE:

At 0100 hours0.00116 days <br />0.0278 hours <br />1.653439e-4 weeks <br />3.805e-5 months <br />, April 23, 1982, during routino operation, the Control Room Operator reported that the containment sump pumps had both been running continuously since 2214 hours0.0256 days <br />0.615 hours <br />0.00366 weeks <br />8.42427e-4 months <br /> the previous day. A containment entry was made; however, no increased leakage was evident. The containment sump monitoring system was declared inoperable, retroactive to 2214 hours0.0256 days <br />0.615 hours <br />0.00366 weeks <br />8.42427e-4 months <br />, April 22, 1982, and Action Statement 3.4.7.1 was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cycling of Breaker No. 3 in Cabinet 26RC7, while searching for grounds on the 28 VDC bus, had closed Sump Pump Discharge Valve 2WLl6, restricting the pumps discharge.

ANALYSIS OF OCCURRENCE:

CORRECTIVE ACTION:

During an investigation of the problem, it was noticed that Discharge Valve 2WL16 was closed. The valve was reopened, and the sump pumps were observed to cycle properly with a satisfactory leak rate indicated. Analysis of the valve control circuit showed that the valve will stay in the closed position following cycling of Breaker No. 3 in Cabinet 26RC7.
