Region II Jacob K. Javits Federal Building 26 Federal Plaz.a, Room 1337 New York, New York I 0278-0002 March 30, 1999 Mr. Hubert J. Miller, Regional Administrator U.S. Nuclear Regulatory Commission NRC Region I 475 Allendale Road King of Prussia, PA 19406-1415

Dear Mr. Miller:

Enclosed is a copy of the final exercise report for the March 3, 1998, full-participation Plume Exposure Pathway Exercise, and the May 5-7 1998, full-participation Ingestion

  • Pathway Exercise of the offsite radiological emergency response plans specific to the Salem/Hope Creek Nuclear Power Station. The State of New Jersey, as well as Salem and Cumberland Counties of New Jersey, participated in these exercises. The final exercise report was prepared by the Federal Emergency Management Agency (FEMA) Region II staff. FEMA Region II staff will forward a copy of this report to the State of New Jersey.

There was one Deficiency and two Areas Requiring Corrective Action (ARCA) identified during the March 3, 1998, Plume Pathway Exercise. The Deficiency was corrected the day of the March 3rc1 Plume Exercise. There were no Defidencies and no ARCAs identified during the Ingestion Exercise. FEMA Region II staff will monitor the status of corrective actions.

Based on the results of the March 3, 1998, and May 5-7, 1998, exercises it has been determined that the. offsite radiological emergency response plans for the State of New Jersey, and the affected local jurisdictiqns, specific to the Salem/Hope Creek Nuclear Power Station Site, can be. implemented and are adequate to provide reasonable assurance that appropriate measures can be taken offsite to protect the health and safety of the public in the event of a radiological emergency at the site .
