Validated Results Re Valve Susceptability to Pressure Locking Thermal Binding,Provided|letter dated August 22, 1997]], Public Service Electric and Gas (PSE&G) responded to the Nuclear Regulatory Commission (NRG) Staff request for additional information.

This letter provides additional supplemental information as discussed on May 12, 1999.

Specifically, Attachments I and II to this letter contain the methodology used in the determination of the pressure locking susceptibility of the power operated relief valves (PORV) block valves. Opening Force Required to Overcome Pressure Locking of Pressurizer Block Valves 1PR6, 1PR7, 2PR6, and 2PR7 (MPR Calcualtion No.108-173-EJM-01) is contained in Attachment I, Evaluation of MOVs PR6 and PR? for Pressure Locking During Gradual Depressurization Event (MPR Calculation No. 198-193-TW4) is contained in Attachment II.

Validated Results Re Valve Susceptability to Pressure Locking Thermal Binding,Provided|August 22, 1997 letter]], relative to PSE&G's follow-up response to questions# 3, PSE&G stated, in part, that:

".. The valve is closed to perform stroke time test or remote position indication verification. Due to the short duration the valve is in the closed position, pressure locking and thermal binding are not of concern."

Although this statement can be interpreted to indicate that PSE&G does not enter the applicable Technical Specification when stroking these valves, applicable Technical Specifications are followed while these valves are closed. This requirement is clearly stated in the lnservice Testing Safety Injection Valves procedure for both Salem Units 1 and 2.
