1 Loss of No. 2C Vital Bus - Undervoltage.

This report was initiated by Incident Report 82-098.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - Unit Load 1140 MWe DESCRIPTION OF OCCURRENCE:

On April 24, 1982, while diluting with No. 22 Primary Water Makeup Pump, the 2C Vital Bus Undervoltage overhead annun-ciator, 2B and 2C SEC Loss of Voltage auxiliary annunciators, and 2A SEC Control Voltage auxiliary annunciator alarmed.

The Control Room Operator discovered that No. 2C Vital Bus Infeed Breaker 22CSD had tripped, de-energizing the bus.

At 0830 hours0.00961 days <br />0.231 hours <br />0.00137 weeks <br />3.15815e-4 months <br />, No. 2C Vital Bus was declared inoperable, and Action Statement 3.8.2.1.a was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Breaker 22CSD tripped as a result of a known noise problem with the Safeguards Equipment Control (SEC) System.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.8.2.1.a requires:

At 0835 hours0.00966 days <br />0.232 hours <br />0.00138 weeks <br />3.177175e-4 months <br />, April 24, 1982, Breaker 21CSD was closed in, and No. 2C Vital Bus was re-energized. The bus was declared operable, and Action Statement 3.8.2.1.p was terminated.

2 Design Change Request 2Ecl387 has been issued to install noise suppression circuitry in the SEC System. A 'committment to sub-mit a Supplemental Report upon completion was made in LER 82-Ol9/03L, Unit 2. s s
