Salem Generating Station Units -1 and 2 Docket No. 50-272/50-311 Amendment to Facility Operating License License Change Request S99-02 The subject request was submitted to the NRC by PSE&G letter dated June 10, 1999, and revised by letter dated July 29, 1999. The request proposes to modify Technical Specifications which will allow the use of administrative means to verify that certain containment penetration valves inside the containment and in locked high radiation areas are closed, and to reduce radiation exposure to surveillance personnel. These valves would be visually verified prior to entry into Mode 4, and administratively verified by logs, valve line-up records, and concurrent surveillance tests.

The New Jersey Department of Environmental Protection's Bureau of Nuclear Engineering has reviewed the request in accordance with the requirements of 10 CFR 50.91 (b) and has no comments.
