No. 21 Control Room Emergency Air Conditioning System Fan -

Inoperable.

This report was initiated by Incident Report 82-099.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 100% - Unit Load 1140 MWe.

DESCRIPTION OF OCCURRENCE:

On April 24, 1982, during routine surveillance, the Control Room Operator observed that No. 21 Control Room Emergency Air Conditioning System Fan had' tripped, and would not restart. An investigation showed that the fan motor overload contactor had opened. The fan was declared inoperable at 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br />, and Action Statement 3.7.6.a was entered.

This occurrence constituted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

No. 21 Control Room Emergency Air Conditioning System Fan tripped as a result of a failed overload contactor.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.7.6.a requires:

With one fan inoperable, restore the inoperable fan to operable status within 7 days, or be in at least hot i standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
