No. 21 Containment Fan Coil' Unit - Inoperable.

This report was initiated by Incident Report 82-114.

CONDITIONS PRIOR TO OCCURRENCE:

Mode 1 - Rx Power 98% - Unit Load 1120 MWe.

DESCRIPTION OF OCCURRENCE:

On May 3, 1982, during routine surveillance, No. 21 Containment Fan Coil Unit (CFCU) failed to start in low speed. The unit was declared inoperable, and at 0150 hours0.00174 days <br />0.0417 hours <br />2.480159e-4 weeks <br />5.7075e-5 months <br /> Action Statement 3.6.2.3.a was entered.

This occurrence consticuted operation in a degraded mode in accordance with Technical Specification 6.9.1.9.b.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

No. 21 CFCU did not start due to a failed control board push-button.

ANALYSIS OF OCCURRENCE:

Technical Specification 3.6.2.3.a requires:

With one group of containment cooling fans. inoperable and both containment spray systems operable, restore the in-operable group of cooling fans to operable status within 7 days, or be in at least hot standby within the next 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and in cold shutdown within the following 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />.
