20555 Gentlemen:
MISSED COMMITMENT SUPPLEMENTAL REPORT SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) transmitted a letter on May 9, 1990, identifying a missed commitment for implementation of modifications to the Salem Post Accident Sampling System (PASS).
This letter included a revised date for modification completion.
We indicated that a supplemental report would be submitted within 60 days, identifying the root cause of this missed commitment and our corrective actions to assure future compliance.
The root cause involved several deficiencies.
our Licensing Department incorrectly labeled this item in the action tracking database.
The item was not identified as a regulatory requirement containing a dated commitment.
The responsible department did not appreciate the significance of this modification, and deferred the work based on emergent and perceived higher priority activities.
Inadequate tracking allowed this item to become overdue.
The Vice President - Nuclear Engineering has reemphasized departmental responsibilities associated with NRC commitments.
Timely review and follow-up are expected and required to ensure future compliance.
Additionally, we have conducted a review of our action tracking database to ensure existing commitments are adequately identified.
Licensing is reviewing our commitment tracking process to identify areas of improvement.
