Subparagraph (d) of Section 70.24 allows the licensee to apply to the Cocrd.ssion for such an exenption.

Since Section 6.4.2(b) of the Technical Specifications for Facility Operating License No. DPR-6 incorporate requirecents mlated to 10 CPR 70, we are granting your request for exenption and appmpriately changing the Technical Specificatims.

You have stated that background levels in the vicinity of these umitars occasionally exceed 20 mR/hr, the reimn set point allowed by the r6gulation. You propose to inplement administrative controls which will tegnrarily allow you to:

1. Incmase the alarm set points to levels above those expected during the transfer of Interials near the 'onitors which are expected to produce g;mma fields gmater . nan or equal to 20 mR/hr.
2. Incmase the alam set points to levels of 10 mR/hr gmater than background for periods of tine when the fuel pool or other tenporarily ston d material causes backgrt e d levels to be smater than or equal to 20 mR/hr.

' .i Consumrs Power Company FEB 2 61974 The instru:nentation in question serve the dual function of area radiation monitors and local criticality alarms. he purpose of the monitoring requirements in Section 70.24, 10 CFR Part 70, is strictly to alert personnel to an accidental criticality. We Co:: mission is aware that the current regulations may inpose excessive restrictions in areas of high radiation background. Proposed amendments to Section 70.24 are under consideration which would eliminate the present specific alarm set point and detector distance requirements and allow licensees to choose values which suit their particular situations as long as the overall detection criterion is met. This would assure 1:rediate de-tection of the minimum accidental criticality specified in the regulations and concurrently minimize undesirable false alarms.

We have, therefore, concluded that in regard to the criticality alarm function of these instru: rents, the alarm set points ray be raised above 20 mR/hr as long as the overall detection criterion is satisfied.

However, since these instrumnts also serve as area radiation monitors, the alarm set points must continue to comply with the requirements of Section 6.4.3(e) of your Technical Specifications which limit the trip point settings to approxirately twice the normal raximum indicated level.
