Dear Mr. Capstick:

SUBJECT:

MASONRY WALL DESIGN SUPPLEMENT -

INSPECTION AND ENFORCEMENT BULLETIN 80-11 Re: Vermont Yankee Nuclear Power Station By letter dated November 15, 1983, we forwarded our Safety Evaluation (SE) on the subject issue. The SE concluded that, except for ten walls qualified by the licensee using arching action theory, Items 2(b) and 3 of IE Bulletin 80-11 have been fully implemented at the Vermont Yankee facility. By letter dated June 28, 1984, you provided results of the evaluation of the above ten walls for the staff's review.

We have completed our review of your June 28, 1984 submittal and based on the enclosed Safety Evaluation conclude that the issues regarding the arching action theory have been satisfactorily resolved, thus closing out Items 2(b) and 3 of IE Bulletin 80-11.

Sincerely, Original signed by/
