! This confirms the recent discussion between your Project Manager for ANO-1, Mr.' Guy Vissing, and your Mr. Dan Howard concerning the status of your

( application for amendment relating to Technical Specifications (TSs) for ANO-1 PORV and associated block valve. We recognize that your letter dated July 15, 1983, did request that the proposed TSs submitted February 12, 1980, be withdrawn. However, the February 12, 1980, submittal was upgraded and resubmitted in its entirety by letter dated October 31, 1980. It is this submittal which we noticed in the FEDERAL REGISTER in July 1983 and it is u this submittal which we are currently reviewing. We wish to continue our I

review of this issue until we can achieve proposed TSs which will be acceptable. We apologize for any misunderstanding regarding this issue.

However, we believe it is important to have operability and surveillance requirements for the PORV and block valve and wish you to respond to our outstanding concerns, i. e., the testing of the PORV at every cold shutdown and refueling and the testing of the block valve quarterly, as soon as possible.
