By letters dated March 3, April 26 and June 30, 1978, you submitted Amendments Nos. 54, 55 and 56 to the Emergency Plan for Arkansas Nuclear One. Amendment 54 specifies that drills will be conducted at least once per year. Amendment 55 states that the scope of these drills include the exercising of comunication links (including offsite) and notification procedures. Amendment 56 provides for the same quarterly drills for the fire brigade as reflected in your fire protection program.

We find these changes acceptable and satisfy the staff's position as set forth in our letter dated December 5,1977. Therefore, we have concluded in Supplement 2 of the Safety Evaluation Report for Arkansas Nuclear One, Unit No. 2 that the Arkansas Nuclear One Emergency Plan is acceptable. On this basis we find the Emergency Plan acceptable as it applies to Unit 1.
