Dear Mr. Calvo:

Public Service Company of Colorado (PSC) submitted by letters dated June 21, 1985 (Reference 1), May 15, 1986 (Reference 2), and August 28, 1987 (Reference 3) an amendment request to the Fort St. Vrain (FSV) Technical Specifications on the Plant Protective System (PPS)

Trip Setpoints and operating requirements. The latter amendment request was based on NRC written direction submitted in References 4 and 5.

The NRC, by letter dated November 25,1987 (Reference 6), submitted a Draft Technical Evaluation Report prepared by their contract reviewer on the sutoittal of Reference 3. On December 3, 1987 a meeting between members of the PSC staff, the NRC and the Idaho National Engineering Laboratory (EG&G Idaho) was held to discuss Reference 3 and 6.

PSC is hereby submitting a revised Amendment request to the Plant Protective System Instrumentation Technical Specification, based on the resolutions reached in the December 3, 1987 PSC/NRC meeting.

This Amendment request contains the following Attachments:

Significant Hazards Consideration.

At the December 3, 1987 NRC/PSC meeting, a discussion was held on the '

i applicability of addressing the safety valves and rupture discs ,

specified in the LSSS 3.3 Technical Specification section with the Standard Technical Specification format for "<" or ">" specified Trip Setpoints and Allowable Values. Since valves and rupture discs are not directly applicable to the applied ISA S67.04-1982 methodology l for instrumentation, the proposed Trip Setpoints and Allowable Values 2

are based on the existing FSV Technical Specification tolerances.

I i The NRC staff upon further review notified PSC in a telecon that the

] applicable Trip Setpoints specified with a 'plus' and 'minus' j tolerance and associated Allowable Value based on the 'plus' tolerance was acceptable as proposed in Reference 3. The NRC staff requested that the significance of the 'minus' tolerance value be i

discussed in the Basis and that the minus tolerance not be included ,
in the Allowable Value column, since only the plus tolerance corresponds to a Safety Limit. )

PSC would like to note that while the existing Technical 3 Specifications specified tolerances apply to the "as found" condition

! and therefore the basis for reportability, the proposed Technical i Specifications for the safety valves and rupture discs (LSSS 3.3) .
