Dear Mr. Watters:

This is in response to your letter dated May 31, 1988 concerning the shutdown -

of your low enriched uranium fuel fabrication activities for the period of August 9, 1988 to September 9, 1988 inclusive. The plant shutdown period was confirmed in a telephone conversation between you and Raymond L. Jackson of our staff on June 27, 1988.

Since the facility will essentially be a stu. age grea during the shutdown period, except for the receipt and shipment of finished fuel assemblies, we have deter-mined that granting substantial exemptions to the material control and account- '

ing requirements will not adversely affect the connon defense and security nor the public health and safety and are otherwise in the public interest.

Accordingly, for the period of August 9,1988 to September 9,1988 inclushe, the licensee shall follow enclosed Temporary License Condition TC(MC&A)-1 to l Safeguards Amendment SG-1 to License No SNM.1168 and 10 CFR Part 74 regulations l

not exempted by said condition for material control and accounting purposes.

Please note that the TC series license conditions are reserved for temporary /

I short duration requirements or considerations.
