Response to Generic Letter (GL) 98-03, NMSS Licensees' and Certificate Holders'. Year 2000 Readiness Programs Ladies and Gentlemen:

On June 22,1998, the Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 98-03. The letter required licensees, such as Framatome Cogema Fuel's Lynchburg Manufacturing Facility (FCF-LMF) to submit three responsec. The first was required by September 20,1998, the second by December 31,1998, and if necessary, the third by July 1,1999. This letter addresses the second required response.

The second requirement states:

Upon completing your Y2K Readiness Program, or, in any event, no later than December 31,1998, submit a written response confirming that your facility is Y2K Ready and in compliance with the terms and conditions of your license or certificate, and NRC regulations; or if your facility is not Y2K Ready by December 31,1998, then submit a written responce that contains a status report of work remaining to be done to become Y2K Ready, including completion schedules. For systems that may affect safety and safeguards, contingency plans to become Y2'K Ready and Y2K Compliant should be included in your response.

During the past several months FCF-LMF has created a comprehensive listing of all computer related systems and applications. Each item has been categorized by the O

system owner and given validation priority status by the FCF-LMF NRC-Y2K Team.

At the time of this writing, all but two (2) safety and safeguard items have been FCF-LMF tested or validated by the manufacturer to be Y2K Compliant or Y2K Ready, as appropriate. The two items not validated at this time are the Radiation Shipment Soft:vare, and the Security Check Point Reader System. These items will

necessary since both items will be resolved prior to the deadline. However if necessary, the contingency plan for the Security Check Point Reader System and the Radiation Shipment System will be to revert to the peper systems that were previously used.

All other systems not related to safety or safeguards are currently undergoing j

validation testing by FCF-LMF or the manufacturer. At this time approximately 85%

of the validation process is complete with only minor fixes necessary for eight items. Generic desk top computers and software will be examined and tested in the coming months. All open issues will be cornpleted by July,1,1999.
