Dear Ms. Lester:

LRouse This is in response to your. February 16, 1989 letter which transmitted revised pages to the B&W Fuel Company, Commercial Nuclear Fuel Plant Fundamental Nuclear Materials Control Plan.

We have reviewed the revised pages and find them acceptable in that the revisicns will not adversely affect the common defense and security nor the public health and safety and are otherwise in the public interest. Accordingly, we are revising j existing License Condition 1.1 to Amendment SG-1 to your License No. SNM-1168, effective immediately, to read as follows:

1.1 The licensee shall follow Chapters 1.0 through 8.0 of its Fundamental Nuclear Material Control Plan submitted pursuant to 10 CFR 74.31(b), l titled " Babcock and Wilcox Company, Commercial Nuclear Fuel Plant,  !

Fundamental Nuclear Materials Control Plan" dated August 14, 1987 as revised by pages: 1-4, 2-6 and 3-2 through 3-8, all dated February 10, 1988; and pages 1-1, 1-5 through 1-8, 2-7,'2-8 and 4-2 through 4-10, all dated February 16, 1989.

We have determined that the enclosures to your February 16, 1989 letter contain information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section2.790(d)(1),suchinformationisdeemedtobecommercialorfinancial within the meaning of 10 CFR 9.17(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.23.
