l UNITED STATES NUCLEAR REGULATORY COMMISSION LICENSE AMENDMENT FOR SPECIAL NUCLEAR MATERIAL SAFEGUARDS '

Pursuant to the Atomic Energy Act of'1954, as amended, the Energy Reorganization Act of 1974, and Title 10, Code of Federal Regulations, Chapter 1, Part 70, the following amendment to the special nuclear material license identified below is hereby issued, incorporating specific safeguards  ;

requirements for special nuclear material.

Box 11646 Docket No.: 70-1201 'i Lynchburg, Virginia 24506-1646 Date issued: October 21, 1987 A reissue of MPP-2 in its entirety CONDITIONS Section 1.0 --- Material Control & Accounting 1.1 The licensee shall, no later than 60 days after the date of issuance of this license condition, follow Chapters 1.0 through 8.0 of its Fundamental Nuclear Material Control Plan submitted pursuant to ,

10 CFR 74.31(b), titled " Babcock and Wilcox Company, Commercial Nuclear Fuel Plant, Fundamental Nuclear Materials Control Plan" dated August 14, 1987. Revisions to this Plan shall be made in accordance with the provisions of either 10 CFR 70.32(c) or 70.34.

Section 2.0 --- Physical Protection For SNM of Low Strategic Significance 2.1 The licensee shall follow the Security Plan dated May 16, 1980, as revised by page 3 dated May 20, 1983; pages ii, iii, 1, 2, 3, 4, 5, 6 and Figures 2, 3, 4 and S dated February 5, 1986; and as revised in accordance with the provisions of 10 CFR 70.32(e).

2 0CT 2 21987 Section 3.0 --- International Safeguards 3.1 The licensee shall follow Codes 2. through 7., as applicable, of Transitional Facility Attachment (TFA) No. 6 of those pages dated August 1, 1983 and Page No. 5 dated October 1, 1986 to the Protocol of the US/IAEA Safeguards Agreement.
