REQUEST FOR DFLAYING RECEIPT MEASUREMENTS AND DISTRIBUTION OF DOE /NRC FORM 741 (TAC NO. L30976)

Dear Ms. Elliott:

In accordance with your correspondence dated May 7,1997, and pursuant to Part 70 to Title 10 of the Code of Federal Regulations, Materials License SNM-1168 is hereby amended to allow the delaying of receipt measurements and distribution of DOE /NRC Form 741 on specified material. Accordingly, new Safeguards License Condition SG-1.3 is being issued, effective immediately, and reads as follows:

SG-1.3 Notwithstanding the requirements of 10 CFR 74.15 and the provisions in Sections 1.5 and 6.2 of the Fundamental Nuclear Material Control (FNMC)

Plan identified in Condition SG-1.1, to perform receipt measurements and distribute DOE /NRC Form 741 within 30 days of receiving shipments of SNM, the licensee shall have sixty additional days (from the date of material receipt) to fulfill the above stated requirements relative to the 166 fuel assemblies identified in its letter dated May 7,1997. This Condition shall automatically expire on July 16,1997.

The deviations from your rout'ne MC&A practices were requested and approved pursuant to 10 CFR 70.34. The granting of you reques't was based on our determination that, in view of the specific circumstances, the additional time requested was justified and warranted.

All other conditions to this license remain the same.

Enclosed are copies of the revised Materials License SNM-1168 and the Safeguards Evaluation Report, which includes the Categorical Exclusion.
