REVISIONS TO FUNDAMENTAL NUCLEAR MATERIAL CONTROL PLAN; AND REQUEST FOR TIME EXTENSION TO COMPLETION OF DOE /NRC FORM 741 (TAC NOS. L30932 AND L30939)

Dear Ms. Elliott:

This refers to your letter and enclosure dated October 28, 1996, by which you submitted the entire revision of your Fundamental Nuclear Material Control (FNMC) Plan. In a subsequent correspondence dated January 29, 1997, you rescinded the submitted FNMC Plan for additional changes and revisions.

Consequently, your submittal is regarded as being withdrawn, and no action is

, taken by the NRC.

In addition, in the January letter, you requested a 30-day extension for completing Nuclear Material Transaction Report DOE /NRC Form 741 for the sole VVER fuel assembly serial number 31908. We have decided that this matter will be reviewed further with your upcoming time extension request associated with the resumption of downloading the remaining VVER fuel assemblies.
